Although you obviously have your hands full with Fred,
I think the following questions ought to focus your mind
On the potential causes;
Where did you obtain him and how old was he?
Did you smother him with kindness, allow him to follow
You evrywhere and spend hours with him?
Did you socialise him appropriately as a youngster?
I will now explain a little more. When I read your
Question, I immediately thought he’s taken over as
Pack leader. You have a dog but the dog knows he’s
In charge.
The fact that he barks at every person nearby suggests
That he’s either showing his ownership of you or that
He wasn’t socialised a sufficient amount when he was a puppy. As a
Result, he’s barking to keep individuals away from his
Property (you) or is warning them off since he
Does not know how to react to them.
You may additionally tighten the lead as people draw near,
Inadvertently signalling that you dislike the circumstances,
So he comes to your defence, thinking that’s what
You would like.
The situation can be rectified but you need to modify
The way you deal with him. I recommend you visit a dog
Training school and start again. You should be having
Fun with each other!

From my experience, a great many problems can occur
When the dog no longer knows where he is in the pecking
Order in the house hold. I have solved such problems
In the past by taking a step back and thinking “How is
Fred – feeling now — or what is he thinking now” at the
Moment the problem behaviour occurs.
The cause can very often be you are giving him mixed
Signals and he is unsure or affraid and does not know
How to react.
